Message from the Education Minister
Achieving full literacy is pivotal for our vision of Viksit Bharat, and the ULLAS program is a groundbreaking effort in this direction. Unlike previous initiatives, ULLAS is driven by a deep sense of kartavyabodh—a collective responsibility to uplift every individual in our society. This sense of duty is what sets ULLAS apart and will propel us toward 100 percent literacy, a crucial step toward becoming a developed nation.
The ULLAS program opens new avenues for those who previously lacked access to education, making them proficient in essential skills alongside Foundational Literacy and Numeracy. I urge all states and UTs to participate in this program with full vigor, understanding that our collective effort will uplift society as a whole.
Let's embrace the tagline "Jan Jan Saakshar"—literacy for every person—as a rallying cry for this movement. I propose that students can earn credit points under the new credit architecture by helping others become literate, fostering a culture of mutual growth and support.

Online Survey AppUllas
Identified surveyors will be registered in the ULLAS portal, granting them access to the app. This app serves as the gateway for surveyors to register learners and volunteer teachers, and maintain accurate records. Through the app, learners are tagged with volunteer teachers in their vicinity who will support them throughout the teaching-learning process.
The app provides access to a variety of teaching-learning materials and offers a channel for certification. Learners can choose to register for the assessment test directly through the app, enabling them to earn certification upon successful completion. Additionally, authorized users can perform periodic inspections to ensure the smooth functioning of the system.
